Blofeld was #2, Largo was #1, but as we all know Blofeld was the chief. I always loved how Fleming set up SPECTRE. They don't have to wrap that up in Bond 22. You can really get into a "Risico" scenario here where Mathis then uses the service to do his work - to put his competitors out of business. Bond with his trusting problems now has his doubts, but he goes with it. They really got nothing on him so imagine seeing him cleared in Bond 22 and labeled without much doubt that he's an ally of the service. Prior to the film being released (I think - right around then) I stated it'd be neat if he turned out to be the Blofeld of this organization (i.e., the head guy). It would be a waste if he turned out to be merely another henchman though. I'm a Fleming purist for the most part, but I kind of want to see him turn out to be a super villain, not just a henchman.
